Catani Pankur ("Bankers of Catan") is a rare mini-scenario produced by Brain Games for the Baltic market. There are two known versions - Estonian and Latvian.

The mini-scenario is referred to on page 401 of Kelvsyc's Catan Scenario and Variant Guide. It says "It was a scenario released as part of an official Catan tournament in 2008, by Brain Games, the official licensor of the Catan brand in the Baltic countries."
The scenario is also listed in BGG where it mentions again the game was given away only to participants in the first Catan Championship in Estonia. I am also advised by an original owner that it is believed only around 50 copies were given away at the Estonian tournament.
So while it is unknown exactly how many copies were produced. Given the game was:
- only a limited giveaway at a tournament,
- never released for sale in the Baltic states,
- never translated and released commercially in other languages; and
- only listed as owned by two people in BGG,
then it is easy to consider this is a rare release.
The copy I have purchased is a Latvian version. Sadly I also tried to buy the Estonian version without success.

In the intro part of the rules, the Google assisted translation reads:
The lives of the settlers of Katan has never been a delight. It has often happened that acquired natural resources fall prey to robbers. What to do - you don't have time to watch everything on the island!
Fortunately, a clever banker has emerged, who has built a store to protect natural resources and he has set out around the island of Katan, offering residents the opportunity to store their supplies in a store and allow a decent rate of return. A new life began for the settlers, where the robber has almost no crime. So he decides to harass the Banker himself from time to time.

The Banker
This scenario includes a neutral piece, known as the banker. Like similar neutral pieces, the banker is a piece that is placed in the middle of a hex.

The banker begins the game on the desert hex.

The banker may be moved to a different hex by paying one wool and one resource of the type produced by the destination hex.

Bank Cards
This scenario includes a single bank card for each player. Bank cards mark the presence of a pile of resources that constitutes a player’s bank account.

Deposits and Withdrawals: Players may, as a trade action, place resources face-up on their bank card if they have a settlement or city adjacent to the banker’s position. Players may also, as a trade action, take resources from their bank card back into their hand, if they have a settlement or city adjacent to the banker’s location.

Resources that are placed on the bank card do not contribute to the hand limit. Cards discarded as a result of exceeding the hand limit may not be taken from the resources on the bank card.

Interest: During production, a player with at least three resources on their bank card may take one resource of any type already on the bank card and add it face-up to the bank card’s resource pile.

The robber may not steal any resources from players with no resources on their bank card pile.

Players may not deposit or withdraw resources from the bank pile if the robber and banker are at the same location.

If the robber is moved to the location of the banker, the player may, instead of stealing a resource card, take a resource card from the bank piles of every player with an adjacent settlement or city for which the settlement or city owner has equal or greater victory points.

- The Monopoly Card (or any appropriate Progress Cards in C&K) have no effect on resources safely stored with the banker.
